Apr\u00e8s une fin d\u2019ann\u00e9e 2024 marqu\u00e9e par un afflux de transactions li\u00e9es aux incitations fiscales temporaires, les experts s\u2019accordent sur un regain d\u2019activit\u00e9, en particulier sur le segment des biens existants.<\/p>\n\n\n\n<p>Pour d\u00e9crypter ces \u00e9volutions, nous avons recueilli les points de vue de plusieurs sp\u00e9cialistes du secteur :<strong> Pierre Cl\u00e9ment<\/strong> (Nexvia), <strong>Julien Licheron<\/strong> (LISER\/Observatoire de l\u2019Habitat) et <strong>Mathieu Toussaint<\/strong> (atHomeGroup). Le volume en recul au 1er trimestre n\u2019est qu\u2019un effet technique car entre 2 \u00e9ch\u00e9ances fiscales. Le second trimestre marquera un nouveau record de transactions sur le march\u00e9 des biens existants.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\" style=\"border-style:none;border-width:0px;padding-top:0;padding-bottom:0\">\n<p class=\"has-text-align-center\"><strong>Bien que certaines aides fiscales s\u2019\u00e9teignent au 30 juin (date de compromis enregistr\u00e9), <em><a href=\"https:\/\/www.nexvia.lu\/fr\">Nexvia <\/a><\/em>estime que le second semestre restera tr\u00e8s dynamique.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p><em>Ce dynamisme sur le march\u00e9 existant sera port\u00e9 par :<\/em><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019enracinement du B\u00ebllegen Akt \u00e0 40 000 euros par acheteur<br><em>mais surtout par :<\/em><\/li>\n\n\n\n<li>Une offre sur le march\u00e9 des biens neufs souvent inadapt\u00e9e au nouvel \u00e9quilibre de prix. La grande majorit\u00e9 des acheteurs se reportant donc sur le march\u00e9 existant. La pouss\u00e9e a \u00e9t\u00e9 tr\u00e8s forte en fin d\u2019ann\u00e9e 2024, avec des transactions r\u00e9alis\u00e9es par anticipation, ce qui s\u2019est traduit par une forte baisse d\u2019activit\u00e9 au 1er trimestre 2025.<\/p>\n\n\n\n<p>Avec la prolongation des mesures fiscales, il est probable qu\u2019une nouvelle pouss\u00e9e d\u2019activit\u00e9 sera observ\u00e9e au 2e trimestre 2025, avant une baisse du nombre de transactions pendant l\u2019\u00e9t\u00e9. <\/p>\n\n\n\n<p>Du c\u00f4t\u00e9 des prix, les tendances observ\u00e9es par atHome sur base des annonces prolongent celles de l\u2019Observatoire de l\u2019Habitat reposant sur les actes notari\u00e9s : la baisse g\u00e9n\u00e9ralis\u00e9e des prix semble termin\u00e9e. La hausse des prix annonc\u00e9s ne s\u2019est toutefois pas mat\u00e9rialis\u00e9e dans une augmentation significative des prix des appartements et des maisons anciennes dans les actes notari\u00e9s du 1er trimestre 2025.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\" style=\"border-style:none;border-width:0px;padding-top:0;padding-bottom:0\">\n<p class=\"has-text-align-center\"><strong>D\u00e8s lors, il faudra sans doute attendre la fin de l\u2019ann\u00e9e 2025 pour mieux \u00e9valuer si la reprise de l\u2019activit\u00e9 observ\u00e9e en 2024 est structurelle et analyser ses cons\u00e9quences sur les prix. <\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>De plus, malgr\u00e9 les incitations fiscales tr\u00e8s attractives, la reprise sur le march\u00e9 de la Vente en Etat Futur d\u2019Ach\u00e8vement (VEFA) reste tr\u00e8s lente. C\u2019est un sujet complexe car le march\u00e9 immobilier est influenc\u00e9 par de nombreux facteurs : contexte g\u00e9opolitique, fluctuation des taux d\u2019int\u00e9r\u00eats, etc. Pour essayer d\u2019y voir plus clair, il faut se baser sur des donn\u00e9es objectives. L\u2019\u00e9volution des volumes de transactions et des prix de vente, publi\u00e9s chaque trimestre par l\u2019Observatoire de l\u2019Habitat, donne un aper\u00e7u clair des tendances pass\u00e9es. Mais comment pr\u00e9dire le futur ? Pour anticiper l\u2019\u00e9volution des prix de vente, on peut analyser les tendances r\u00e9centes au niveau des prix annonc\u00e9s sur atHome.lu.
