How can I benefit from a construction premium in Luxembourg?

When building or purchasing a property, you can benefit from financial assistance from the Luxembourg State. Who is concerned? For which property? Here are some answers.

What is a construction premium?

This is a capital grant from the State which can be obtained for the construction of a dwelling (single-family house or flat) in the case of first occupation, or for the acquisition of a dwelling. The amount can vary between 250 and 9,700 €.

This premium is based on your income, your family situation and the type of construction of your home. In the case of a flat in In the case of a condominium or townhouse, the premium granted is increased by 30 %. For a semi-detached house, the premium granted is increased by 15 %.

Who is eligible for a building grant?

You can claim the construction or acquisition premium: 

- When you have taken out a mortgage with a financial institution to build a dwelling which will be located in the Grand Duchy of Luxembourg and which will serve as of actual, principal and permanent residence in your household for a period of at least ten years after the date of occupation of the dwelling.

- If you are not the owner or usufructuary of another dwelling in the Grand Duchy or in abroad.

- When you meet the following floor space requirements:

Single-family houses: minimum 65m2 - maximum 140m2
Flat: minimum 45m2 - maximum 120m2

(cellars, garages and attics are not included; workshops, commercial areas or other professional outbuildings are excluded up to a maximum of 20 m2).

These areas may be increased by 20 m2 for:

- any dependent child from the 3rd
- any ascendant at 1er degree of the applicant and any disabled person living in the common household, from 5e person who lives there and provided that this person is not a homeowner herself.

What is the income to be considered?

The income taken into account is the taxable income plus all other income, even if not subject to tax, available to the applicant and any other person living with him/her the applicant in the dwelling in question, with the exception of descendants and relatives (and without taking into account family benefits, state financial aid for higher education, orphan's pensions and allowances for severely disabled persons or care insurance benefits).
