Applying for state aid to finance a rental guarantee

People who want to rent a house, but who do not have the necessary means to finance a rental guarantee (solvency guarantee or deposit) required by the landlord, can apply for assistance in financing this guarantee.

The conditions

The application for rental guarantee funding can be made by any person who :

  • is major;
  • is legally entitled to reside in the Grand Duchy of Luxembourg and is registered with the population office of a commune in the Grand Duchy;
  • is neither the owner nor the usufructuary of another dwelling, whether in the Grand Duchy of Luxembourg or abroad;
  • has entered into a lease agreement for the territory of the Grand Duchy which constitutes his main and permanent residence;
  • has concluded a contract with a financial institution to deposit a sum equivalent to the amount of aid paid by the State to the lessor and to pay this sum to the State, on simple request by the latter, notably by means of a pledge contract.

Prerequisites

The following income conditions also apply to the grant:

  • the applicant's income does not exceed 2.5 times the guaranteed minimum income (RMG) ;
  • the monthly rent must not exceed approximately EUR 1,250.
  • The amount of aid to be granted may not exceed 3 months' rent. The maximum amount of aid is limited to 573 euros (value at 100 of the consumer price index).

Description of the process

The application is made through the form Application form for assistance with the financing of a rental guarantee to be returned to the Housing Benefit Department with the following documents

  • salary certificate of the applicant and spouse for the 6 months preceding the date of application;
  • certificate of residence issued by the municipal administration of the applicant's municipality of residence;
  • copy of the applicant's passport, identity card or residence permit (front/back);
  • certificate of affiliation of Joint Social Security Centre.
